Capacity Building Training Concluded on the Joint Coordination of NTUC and ILO

December 10, 2016. On the joint Coordination of NTUC and ILO, Capacity building training to Migration desk committee and NTUC members on safe Migration and Reducing Vulnerability of forced Labour and Trafficking successfully concluded here at Indreni Banquet, New-Baneshwor, Kathmandu. The three day program was Chaired by Mr. Sanjay Mishra, Chairman of NTUC Mgiration Cell and also deputy general of Nepal Trade Union Congress. Mr. Khilanath Dahal, President of Nepal Trade Union Congress was the Chief guest of the Training program. Other attendees were, Sudha Dahal( President of NTUC Women Committee), Baldev Tamang( President of NTUC youth Committee), and also the NTUC migration cell including Bhogendra Jha, Meena Neupane, Sitaram Awasti, Ishwor Bahadur Pariyar, Mohan Basnet, Indra Raj Kandel, Parshuram Pudasaini, Sitaram Khattri, IndraMukunda Bhattarai and so on. Central Committee Member of NTUC Khagendra Khattri, Radhika Kuikel also attended the training session. First day of the Program started with Registration and Tea coffee. President of NTUC explained the Migrant labour and their present context. He also illustrated the role of NTUC of the worker/ labour who has been migrated to work in the countries mainly middle east. Likewise, Bharati Sharma from ILO concentrated on “WORK IN FREEDOM PROGRAMME” Fair recruitment and decent work for women migrant workers in South Asia and the Middle East. She also comprised topic like Background of the ILO,Work in Freedom Programme at Regional level & its major outcomes, Key Progress Achieved by December 2014, Current progress status in Nepal, Activities under process for 2015. Similarly, Advocate Shanta Sedhai described about Rights and Responsibilities of Migrant Workers. She also clarified about Rights-based Framework for Migrant Workers, National Legislation and Laws for Migrant Workers, National Institutes and Agencies Related to the Protection of Migrant Workers. Correspondingly, The resource person form Nepal Investigation Department gave information about Problem and Solution of Migrant labour issues. Similarly, Harinath Fuyal a key resource person from the ongoing project area told about the project and its recent progress in the Ilam. He also urge to take the project in various parts of Nepal. Likewise, Trafficking & Safe Migration Issues, Challenges & Solutions were dealt by Madhu Vilas Pandit. He also gave prevalent examples of the Migrant Workers in different bureaucratic levels and Private sectors and companies. Accordingly, Ms. Bijaya Dahal put the issues of Women Migrant Workers. She later Stressed the Sensitivity(Vulnerability, exploitation, Risk and Status), Challenge (Patriarchy, Socio-Cultural norms and values, prejudice of man and women), Constraints (Social, Cultural, Political, economic), Major Advocacy agenda and Actions by Trade Unions to ensure Mobility Choice of Women. The Second day started with the revision and recap of the first day. The program was followed by  participatns about the discussion on Local Practices of Information Seeking on Foreign an Means to Correct any gaps/Lapses on Information Sharing Practices. Later, the session followed by the discussion regarding Challenges Faced by Migrant Workers in Foreign in Foreign Land and role of NTUC Facilitator. Likewise, the program also got informative by the presentation of Ms. Rama Bhattarai, Ministry of Labour and Employment. She explained about the Recruitment and Government Procedures in which Identification and verification of Recruiter/Agent, Finding Suitable job, Obtaining Contact/Agreement, Application for Passport and FEPB Responsibility. Likewise, Dr. Hari Lamsal said about the Pre-Decision support to potential migrant workers and Pre-Departure Planning Process. The session next session was followed by NTUC Cell and departments in the Role of Trade Union on Migration Issues which includes Promotion of Rights Based Migration Policy/programs Debate=Centre and Field, Information Dissemination and Awareness Raising, Coordination with other institution/Countries (asses/demands and results), Formation of Self. Third day of the program also geared up with the recap and revision. Group discussion and open floor for the participation was conducted during the session. Presentation of NTUC Strategy for protecting rights of migrant workers and role of its Migration Department including: implementation of free ticket policy, Signing Bilateral Agreements with major destination countries, Networking workers at destination, Promoting standard Employment Contract, Monitoring of recruitment and raise the voice against unfair recruitment practices. the grup discussion was also continued with the communication plan for service delivery: Migration Department-NTUC District, chapter-Ward-individual member and vice-versa. In the penultimate seession the particip gave the feedback and recommendation about the three day training program. In the end, Treasurer of NTUC Mr. Yogendra Kunwar said the program is exciting and the participant were also jittery about the project and in the function of it. Likely, General Secretary of NTUC Mr. Mahendra Prasad Yadav told, it is the time to take the relief of the migration issue and it also depends us  whether to take it as a pain or get remove to it. President of NTUC said that that training program is a great success and also suggest the participants to make god use of it. He also inspires them to come and start working with these issue in and outside the country and also for work plan and inform NTUC.
